VLR
VLR (Visitor Location Register) is a database which stores information about all the mobiles devices which are currently located in the area of the Mobile Switching Centre (MSC) being served.  Whenever a Mobile Switching Centre detects a new mobile subscriber in its network, it creates a new record in the VLR and also updates the Home Location Register (HLR) of the mobile subscriber, appraising it of the new location of that subscriber.
