Universal services
The term universal services refer to standardized telephony which can be used across network on any device, regardless of location or operator.  Voice and SMS are good examples of services that can be used from anywhere, at anytime, on any device.

Universal services are best defined in opposition to pure data-based services such as Instant messaging or apps which are still limited by its lack of ubiquity and a variety of interconnection issues.
